It's officially burn season from March 1st toc May 31st! 
You are still required to get a burn permit from the Fire District and can apply for one and get more information here:
If there are no permits open and it is during burn season this is due to current conditions (low air index, weather event, dry conditions, etc).
Burning may close at any time due to air quality or certain weather conditions.
